Consent Agenda #__6__ <br /> <br />DATE: <br />TO: <br />CC: <br /> <br />FROM: <br />SUBJECT: <br /> <br />November 21, 2002 <br />Mayor and City Council <br />Dean Kapler, Director of Public Works <br />Park and Recreation Commission <br />Mark Boos, Parks/Utilities Supervisor <br />Request to Declare Surplus Property <br /> <br />As Council may be aware, there has been a continuing discussion on the future use of <br />Traprock Commons Park as well as what should be done with the existing "structures" <br />within the Park. <br /> <br />At joint meetings, both the Horse Care Board and the Park Commission have expressed <br />open-mindedness to potential horse-related use of the park in the future. In addition, both <br />advisory boards are in full agreement that the existing tin building in the Park is an <br />attractive nuisance, unnecessary, and potentially a liability. <br /> <br />The neighborhood surrounding the site was formally contacted to comment on the Park in <br />general at the second evening of the Public Hearing. No support was received for <br />anything but removal of the tin structure. <br /> <br />What remains of the riding arena itself was discussed for approximately an hour at the <br />November 14, 2002 Park and Recreation Commission. The Commission agreed to look <br />at the condition of the remaining boards and posts at the site to decide if there was any <br />value in leaving the remaining portions of the riding arena - or to consider replacing the <br />riding arena. This determination is expected to occur at the regular December Park <br />Commission meeting. <br /> <br />Staff'also recommends that the tin building be eliminated and that an ad accordingly be <br />placed in the Anoka County Union for a single week. If there are no bidders, staff will <br />proceed to dismantle and dispose of the tin building, possibly in conjunction with other <br />City demolition projects. <br /> <br />More information on this topic or the status of the future use of the Park is available <br />upon request. The purpose of this Consent Agenda item is only to request that Council <br />declare the tin building in Traprock Commons Park surplus property so that a potential <br />hazard and an eyesore can be eliminated while the other issues relating to the Park may <br />proceed. <br /> <br />-111- <br /> <br /> <br />
