He stated that if
there was ever a poster child for some relief to existing homeowners it is a case like this where the
homeowners are being completely surrounded by a higher use and the Council has done that to
them. He felt that the Council should be proactive in protecting those residents.

Principal Planner Trudgeon replied that Mr. McGee did have some discussions with the neighbors
that were present at the last meeting.

Mr. McGee stated that he did speak with Ms. Kuech/e regarding the transition issues.

Deb Kuechie, 15325 Sunfish Lake Boulevard NW, Ramsey, stated that from what she
understands is. that there will be a berm behind her home and that she wouldn't be able to see
much of anything except for the roof. The developer has also indicated that they will be installing
several trees along the berm.

Mr. McGee stated that they will be meeting the requirements of the City and then some and they
will be making a landscape plan to terrace the berm somewhat.

Councilmember Zimmerman inquired if they had resolved the 16-unit issue.

Principal City Engineer Olson replied that the developer was not proposing those units at this
time.

Councilmember Zimmerman stated that he would like to see the entire development at once.

Mr. McGee presented a color rendering of the 16-unit buildings explaining that they will have an
underground parking garage and contain an elevator and each will be handicap accessible.

Councilmember Kurak stated that she was very excited, but wants to make sure that they
construct the units as they are proposed.

Mr. McGee presented a colored rendering of the proposed club house that will include an indoor
swimming pool.

Mayor Gamec stated that he was glad to see what they are proposing because he feels that there is
a real need for that type of development in the City.

Principal Planner Trudgeon reviewed the options before the Council regarding the EAW.

Mayor Gamec requested that Mr, Raatikka summarize his EAW report.

City Council/October 22, 2002
