PLANNING AND ZO~IrC CO~i~£SION <br /> PUBLIC HFO~IING <br /> <br /> ANOKA COU~ <br /> STATE OF MIi~NESOTA <br /> <br />The Planning and Zoning Commission conducted a public bearing on Tuesday, <br />September 1, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. NW, <br />Ramsey, Minnesota regarding Barton Sand and Gravel Company's (Commercial <br />Asphalt Company) request for a conditional use permit to establish a bituminous <br />asphalt plant in the l-i Industrial District, <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr, Roy Shumway <br />Mr. Terry Hendriksen <br />Mr. James Rolm <br />Mr. James Howell <br />Mr. Charles LaDue <br /> <br />Also Present: <br /> <br />Community Development Director Anne Norris <br /> <br />CAnn W~ O~ER . <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br /> <br />Ch'airman Zimmerman called the public hearing to order at 7:34 p.m. <br />CITIZEN INPUT <br /> <br />-254- <br /> <br /> Mr. Gary Sauer was present representing Commercial Asphalt Company. Re showed <br /> the Commission a map of the 50.2 acres of the old Prestressed Concrete site <br /> that Bladholm Brothers now occupies. Mr. Sauer explained the route the trucks <br /> would take during the months the asphalt plant is in operation, approximately <br /> April through October, nine hours per day, 20 days per month. If they haul the <br /> estimated 200,000 tons of material, there will be 15 trucks per hour. The <br /> maximum haul would be 225,000 tons, or 17 trucks per hour. They presently <br /> occupy the H & S Asphalt site on Industry Avenue in Anoka.' Their facilities <br /> are regulated through the EPA and MPCA. <br /> <br /> Mr. Ed Hamilton, 6615 Highway #10, was present and stated that he owns ten <br /> acres on the highway and has concerns about the truck traffic. The City is in <br />· the process of doing a Highway #10 Corridor Study and the City should not take <br /> any action until the studY is completed. There is too much truck traffic on <br /> Highway ~I0 at the presen= time. He wishes to go on record as being opposed <br /> this request. <br /> <br /> Commissioner Howell asked Mr. Sauer to explain the access tO'the parcel. <br /> <br />Mr. Sauer explained that they would like to use the old Prestressed Concrete <br />access; they-have requested approval of this crossing from Burlington Northern. <br /> <br />The Commission discussed whether the Property would be impacted by the proposed <br />airport zoning. <br /> <br />The Commission also .noted comments from Small World Day Care and mad.e that <br />leCter a part of the public record. <br /> <br />P&Z Commission Public Hearing/September t, 1987 <br /> Page 1 of 2 <br /> <br /> <br />
