Mr. Ed Hamilton reiterated his concerns noted during the public hearing of <br />increased truck traffic on Highway #lO. <br /> <br />. .:.>~_.:..~s¥~Commissioner Shumway thanked Mr. Sauer for their efforts of moving the proposed... '- <br />' .'.fi/.'..? site from a residential area to a hea~/ industrial area. . <br /> <br /> · ':: Co~issioner Hendriksen questioned the ~ount of smoke and wastes that wiI1 be <br /> .... generated. <br /> <br /> Mr. Sauer s~ated that ~he operation doesn't ~enerate much waste; many of ~he <br /> unused materials are recycled for use in o~her products. <br /> <br />Commissioner Shumway questioned if the State does any testing of the smoke. <br /> <br />Mr. Sauer stated that they do smokestack tests; about 95% of what you see is <br />steam. <br /> <br />Chairman Zimmerman asked if he would mind a stipulation saying there shall be <br />no waste on the site. <br /> <br />Mr. Sauer stated that he would not be comfortable with that. They won't <br />generate "waste" as such. However, trucks would bring some product waste back <br />and they would recycle it, as current technology allows for its reuse. The <br />company should be responsible for its own. product rather than hauling it to <br />another city. <br /> <br />Chairman Zimmerman questioned the increase in truck traffic. <br /> <br />Mr. Saner stated that including raw material in and finished product out, there <br />would be approximately 15 trucks accessing the site per hour. <br /> <br />I <br />I <br />I <br />I <br /> <br />Chairman Zimmerman questioned the odor and if the City of Anoka has received <br />any complaints regarding their operations at H & S Asphalt in Ramsey. <br /> <br />Ms. Norris stated that she will check, but at the present is unaware of any. <br /> <br />Commissioner Howell asked if the railroad crossing is a controlled access <br />crossing and if the company has alternate plans if Burlington Northern Railroad <br />says no to allowing the use of that crossing. <br /> <br />Mr. Sauer stated that the access is notI controlled; they are hoping to be able <br />to use the old Prestressed Concrete. crossing. <br /> <br />The Commission discussed access from the site Onto County Roads #llg and #57. <br /> <br />Chairman Z~merman stated that we have a Highway #10 Corrfdo~ Study in process <br />and doesn't know if this would be compatible. <br /> <br />I <br />I <br /> <br />.j <br /> <br />Mr. Sauer stated that they don't have problems with waiting, but do <br />the study to infer that they will be adding 200 trucks to the traffic. That's <br />not the case. They would like some kind of answer in the next few months, as <br />they need to do make some structural changes to )the site. <br /> <br />Commissioner Hendriksen asked how the smoke would, affect the visibility for <br />airport landing. <br /> <br />Mr. Sauer explained that it's just steam and it disappears after 50 feet. <br /> <br />Planning & Zoning Commission/September 1, I987 <br /> Page 3 of 6 <br /> <br /> 257- <br /> <br /> <br />
