Mr. Goodrich stated that under existing ordinances, the city doesn't have the right to consider financial benefit. Mr. Hartley stated that there is no legi~Iation in Ramsey that provides for collection of a fee that reflects impact of a particular land use. Motion carried. Council recessed at 8:20 p.m. Mayor Reimann called the meeting back to order at 8:30 p.m. Case #2: P~tition To Briny Airoor: Zoninv Ordinance #$7-7 To A Councilmember Cox stated that the City is studying the feasibility of a volunteer fire department, the citizens have indicated a desire to vote on various issues and the most should be gained from the cost of a special election. Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt Resolution #88-2 declaring a petition to subject Ordinance #87-7 to a referendum to be sufficient and setting a date for a special election on the establishment of airport safety zoning and an advisory question on the establishment of a voluntary fire department for April 19, 1988. Further Discussion: Mr. Hartley stated that he does not have a resolution prepared to address an advisory referendum on the establishment of a' volunteer fire department and requested that Council's.motion refer only to the airport issue.
