Councilmember Hendriksen inquired if the main street will be a public street.

Mr. McGee replied yes.

Councilmember Hendriksen inquired if the street going to the west was going to be private.
Mr. McGee replied that that street would be private as well.

Principal City Engineer Olson noted that the County is requiring a left turn lane and a fight turn
lane into the property; one other suggestion would be an acceleration lane.

Councilmember Kurak stated that they previously discussed placing money into escrow to pay
for the future extension of the public roads within the property. She inquired if that had been
included in the development agreement.

Principal Planner Trudgeon replied that that will~ be addressed as part of final plat approval when
the development agreement is approved.

Councilmember Kurak stated that the letter the Council received from. Hakanson Anderson
regarding the EAW was very informative. She requested that the letter be sent to the
homeowners who signed the petition.

Principal Planner Trudgeon replied that staff would send out those letters.

Mr. McGee agreed that a copy of the letter should be sent to everyone who signed the petition.
Councilmember Kurak inquired if the developer was willing to send out a copy of the letter.

Mr. McGee replied yes. He noted that they are proposing to construct a total of 230 units. He
also noted that with acquiring Mr. Bridwell's property they will be eliminating the driveway
along Alpine Drive.

I

I
I

Councilmember Kurak inquired if Mr. McGee anticipated having a signed agreement with Mr.
Bridwell by final plat.

Mr. McGee replied yes.

Councilmember Hendriksen requested that staff identify the existing homes. He stated that if
there was ever a poster child for some relief to existing homeowners it is a case like this where
the homeowners are being completely surrounded by a higher use and the Council has done that
to them. He felt that the Council should be proactive-in protecting those residents.

Principal Planner Trudgeon replied that Mr. McGee did have some discussions with the
neighbors that were present at the last meeting.

City Council/October 22, 2002

I
I
I
I
I
