I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br />CASE #: ~ <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF EVERGREEEN POINT 2~d ADDITION; <br />CASE OF EDINA DEVELOPMENT, INC. <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Edina Development has submitted a final plat for the second phase ofEvergreen Point, a 110-unit <br />townhome development on the northwest comer of Alpine Dr. and State Hwy. 47. The <br />preliminary plat was approved by the City Council on May 28, 2002. Evergreen Point Ist <br />Addition was approved by the City Council on July 23, 2002 and consisted of 58 townhomes. <br />Evergreen Point 2~a Addition will consist of 52 townhome units. <br /> <br />a) Site location map <br />b) Final Plat submittal <br />c) City Council Minutes dated May 28, 2002 <br />d) City Council Minutes dated July 23, 2002 <br />e) City Staff.Review Letter dated October 4, 2002 <br />f) Development Agreement <br />g) Proposed resolution for final plat approval <br /> <br />Notification: <br /> <br />Notices are not required to be sent as part of the final plat approval process. <br /> <br />Observations: <br /> <br />The subject property is zoned R-2 Medium Density Residential which allows up to 7 dwelling <br />units per acre. The submitted final plat is the second phase of the development and consists of 52 <br />townhouse'units.. The submitted final plat adheres to the approved preliminary plat. <br /> <br />Final grading, utility, drainage, and construction plans have been submitted and are generally <br />acceptable subject to the comments conta/ned in the City Staff Review Letter dated October 4, <br />2002. <br /> <br />Under the development agreement, the developer will be charged park dedication and trail fees, <br />as well as sanitary sewer and water trunk fees. As part of the first phase, Edina Development is <br />responsible for constructing storm sewer under TH 47 for eventual outlet to the Rum River. This <br />work is necessary for proper drainage from Evergreen Point, as well as, Sunflower Ridge, and <br />Wildlife Sanctuary. Under the development agreement for the first phase of Evergreen Point, the <br />City will allow Edina Development to use the stormwater management fee due for this plat <br />($41,250) to help cover the costs of extending the storm sewer off.site. Costs above the <br />stormwater management fee are the responsibility of the developer. The developers of Sunflower <br /> <br />-65- <br /> <br /> <br />
