-78- <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to adopt Resolution <br />#07-02-172 granting final plat approval to Evergreen Point contingent upon compliance with the <br />City Staff Review Letter dated July 18, 2002, and the developer entering into a development <br />agreement with the City. <br /> <br />Further discussion: Councilmember Anderson stated the list of things that needs to be done <br />appeared to be very lengthy. City Engineer Olson stated staff is attempting to list all items to <br />assure the information is received up front and allow staff comment prior to considering final plat <br />approval. He stated if the items are not resolved, final plat approval will not be recommended. <br />Councilmember Kurak commented on the importance to maintain the integrity of property not <br />being developed and property to be developed due to the grade change. City Engineer Olson <br />stated that was a concern with the Wildlife Sanctuary 2nd Addition, not this one. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak and Anderson. Voting No: <br />Councilmembers Hendriksen and Zimmerman. <br /> <br />Councilmember Zimmerman stated he voted no because he does not agree with this great of <br />density at seven units per acre. <br /> <br />Councilmember Hendriksen stated that he believes the lack of parking availability is an issue that <br />will have to be addressed if the Council continues with the policy going now. <br /> <br />Case #4: <br /> <br />Request for Final Plat Review of Wildlife Sanctuary 2na Additions; <br />Case of Oakwood Laud Development <br /> <br />Associate Planner Wald reviewed that the City Council discussed preliminary plat proposals for <br />Wildlife Sanctuary 2na Addition and Wildlife Sanctuary 3rd Addition on May 28, 2002. <br />Subsequent to the City Council' review, Oakwood Land Development, the developer for Wildlife <br />Sanctuary 2nd Addition, purchased Lot 3, Block 1, from Kelsey Gustafson, the developer of <br />Wildlife Sanctuary 3~d-Addition. Oakwood Land Development now owns Lots l i 2, and 3 of <br />Wildlife Sanctuary Addition and is proposing to plat the property into 54 single-family lots <br />serviced by municipal sewer and water, The subject property was recently rezoned to R-I, Single <br />Family, and is eligible for development to a density of three units per acre. The subject property <br />is 39.16 acres in size. The final plat is proposing to subdivide the subject property into 54 single- <br />family lots which substantially conforms to the preliminary plat approved for both Wildlife <br />Sanctuary 2nd Addition and Wildlife Sanctuary 3~d Addition. In accordance with the approved <br />preliminary plat, the site will gain access from State Highway #47 by the extension of 156t~ Lane. <br />The plat will also be served by 157th Avenue to the west and Iodine Street to the south. Iodine <br />Street provides a connection to the proposed Sunflower Ridge development located to the south <br />of the subject property. Park dedication will consist of a cash payment. City Engineer Olson has <br />reviewed the Final Grading Plan, Construction Plans, and Specifications.
