Case #6: <br /> <br />Request for a Variance to Encroach the Front Yard Setback; Case of Jeff <br />and Jeanine Haekert <br /> <br />Presentation <br /> <br />Community Development Director Frolik noted an application was received from Jeff and <br />Jeanine Hackert, 5600 142"d Avenue, to construct an addition to their existing attached garage. It <br />would encroach the 40-foot front yard setback restriction for R-IR Single Family Rural <br />properties. Staff conducted an on-site inspection and found the applicant could meet the 30-foot <br />front yard setback for properties located within the MUSA boundary that is being proposed as <br />part of the zoning code rwfite. Once the new residential ordinance becomes effective, the <br />variance will no longer be needed. The applicant will be able to meet the 30-foot setback line <br />and construction of the addition will likely not be underway until early July. <br /> <br />Case #7: <br /> <br />Request for a Variance to Height Restrictions in the Industrial District; Case <br />of Marshall Concrete <br /> <br />Chairperson Nixt closed the regular portion of the Board of Adjustment meeting at 8:47 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:47 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated Marshall Concrete is proposing to add a second <br />silo to their concrete ready-mix facility in order to keep up with product demand. The silo is <br />proposed to be 61 feet in height; the existing silo is 61.5 feet. City Code restricts structure <br />heights to 35 feet. The 35-foot height restriction is based on the current reach capabilities of the <br />City's fire suppression equipment. The City Council included $630,000.00 in the 2002 budget <br />for an aerial ladder truck. The City will not take delivery of the ladder truck until late this year. <br />The City Council also recently directed the Fire Chief to solicit bids for an aerial ladder truck <br />with a reach capability of not less than 100 feet. In the interim, Ramsey does have a joint powers <br />agreement with the Anoka and Andover Fire Departments for emergency assistance and those <br />departments do have aerial ladder trucks with reach capabilities in excess of 44 feet. City Staff <br />recommends approval of the variance. <br /> <br />Citizen Input <br /> <br />Mark Koran, 1600 Old Simms Road, Oak Grove, stated he ovms a business at 6180 140~'Avenue <br />Northwest. He said he moved his business here in 1999, which was prior to Marshall Concrete <br />assuming ownership of the ready-mix facility.
