I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

CASE #

PUBLIC HEARING TO INTRODUCE
RECREATIONAL VEHICLE ORDINANCE
By: Sergeant James Way

Background:

A revised recreational vehicle ordinance is attached to this case cover sheet for Council
consideration. Mayor Gamec and Sergeant Way met with representatives of the Ramsey Snow
Rams on August 12, 2002, to discuss possible revisions to the ordinance amendments. The
proposed ordinance was sent to the Councilmembers in their August 30, 2002 Weekly Update
and Councilmembers were urged to contact staff with any questions and/or comments. The
proposed ordinance contains the following revisions:

· Designated non-use area would be roughly everything east of Armstrong Boulevard and
south of 159th Avenue
· Recreational vehicles would be allowed to operate in the ditch area of Armstrong Boulevard
and the ditches of Highway #10 (including within the Designated Non-use Area)
· No recreational vehicles would be operated within the Designated Use Area from November
1 to April I, unless there is a minimum of six inches of snow cover.

A similar recreational vehicle ordinance was introduced at a previous meeting, however, with the
proposed changes incorporated, staff felt a second public hearing should be held and, therefore, a
re-introduction of the ordinance.

Enclosures: Proposed Ordinance - Recreational Vehicles - amending Chapter 6 of the City
Code

Council Action:

Motion to introduce Ordinance amending Section 6.04 "Snowmobiles" of Chapter 6 of the City
Code of Ramsey Minnesota. .

Reviewed by:

Police Sergeant
City Attorney

CC: 09/11/02

-227-
