-284- <br /> <br />Since the development abuts a large-lot R-1 Single Family development to the north, some type <br />of density transition will be required. Methods for density transition include landscape buffering <br />or the matching of densities around the perimeter of the development property. The Planning <br />Commission and City Council will need to have a discussion regarding the appropriate density <br />transition method. <br /> <br />A detailed drainage and grading plan will be addressed during the preliminary plat process. The <br />project is subject to the review and permitting process of the Lower Rum River Watershed <br />Management Organization (WMO). <br /> <br />The Park and Recreation Commission will review the sketch plan for recommendations on park <br />dedication and trail alignment through the development. <br /> <br />In accordance with the new density transition ordinance that will be in effect on September 30, <br />2002, staff is bringing the sketch plan forward for City Council consideration of density <br />transition options. Possible options include the use of natural features, the use of landscape <br />buffering, the matching of density along the perimeter of the lot, or other alternatives as a~eed <br />upon between the developer and the City. <br /> <br />Recommendation: <br /> <br />City Staff recommends sketch plan approval contingent upon an acceptable form of density <br />transition and compliance with City Staff Review Letter dated August 20, 2002. <br /> <br />It is noted that the outcome of ali of the reviews may impact the actual number of townhome <br />units on the subject property.
