CASE <br /> <br />Consider Trail Realignment Through Highlands at River Park <br /> By: Brian Olson, Principal City Engineer <br /> <br />Background: <br /> <br />The purpose of this case is to consider the trail alignment through the Highlands at River Park <br />subdivision. As you may recall, the trail alignment east of the subdivision was originally <br />scheduled to be located 20 - 28 feet from the north curbline of Alpine Drive NW. Due to a <br />request from a resident that lived on 153~d Court the trail was shifted to 8 - 16 feet from the north <br />curbline of Alpine Drive. This request was perceived as a reasonable request to increase the <br />visibility of the pedestrians from the road thereby providing a perception of increased security. <br /> <br />The Developer of Highlands at River Park has met with City Staff and is proposing that the <br />section of trail that goes through the subdivision also be shifted to accommodate additional <br />berming and landscaping between the trail and the new houses that will abut Alpine Drive. <br />Attached is a plan that represents the change to the landscaping and additional berming that is <br />being proposed as well as a Plant List that contains the size and heights of the landscaping that is <br />being proposed. <br /> <br />Relative to the landscape plant material,_City Staff has not regularly allowed the use of Norway <br />Maple and Scotch Pine trees due to their performance in similar circumstances and therefore <br />recommend that those species of trees be replaced with a similar quantity of another tree within <br />the same respective category. <br /> <br />City Staff recommends that the alignment of the trail through the subdivision be shifted to the 8 - <br />16 foot area north of the curbline on Alpine Drive to allow space for the landscaping and berming <br />that is being proposed. This proposal would keep the trail alignment consistent with the trail to <br />the east of the subdivision and increase both security of pedestrians and would also buffer the <br />new development from traffic on Alpine Drive NW. <br /> <br />As you may also remember, a condition of the Highlands at River Park subdivision was that they <br />provide a separate recordable document to reserve the southerly 10 feet of the subdivision for trail <br />purposes. This condition was imposed when we were reviewing the proposal due to the alignment <br />of the trail east of the subdivision. With the change to the trail alignment east of the subdivision <br />and the recommended changes to the alignment through the subdivision, Staff .also recommends <br />the elimination of this as a condition of the development. <br /> <br />Action: <br /> <br />Motion to allow for the change to the alignment of the trail through the subdivision with the <br />recommended changes to the planting list and elimination of the condition to require a separate <br />trail easement along the southerly 10 feet of the subdivision. <br /> <br />Reviewed by: <br /> <br />Director of Public Works <br />Finance Officer <br /> <br />CC: 09/11/02 <br /> <br />-319- <br /> <br /> <br />
