CASE # q <br /> <br />CHARTER QUESTIONS FOR NOVEMBER 5, 2002 ELECTION <br /> By: William K. Goodrich, City Attorney <br /> <br />Background: <br /> <br />The Ramsey Charter Commission has directed that the question of whether or not to repeal <br />Chapter 14 of the City Charter, entitled Metropolitan Urban Service Area, and whether or not to <br />repeal Section 3.2 dealing with Precinct Liaison be presented to the electorate for approval or <br />disapproval. <br /> <br />As the City Council is aware, the Council's only function at this point in time is to adopt the <br />ballot question to be placed on the November 5, 2002 election ballot. The City Attorney will <br />present the suggested, proposed questions at the meeting. <br /> <br />Enclosed with this case are the following: <br /> <br />· Chapter 14 of Ramsey's City Charter <br />· Section 3.2 of Ramsey's City Charter <br /> <br />Staff Recommendation: <br /> <br />Staff recommends adoption of the proposed ballot questions as directed by the City Charter <br />Commission. <br /> <br />Council Action: <br /> <br />Motion to place the recommended questions on the November 5 ballot relating to approval or <br />disapproval of the removal of Chapter 14 (Metropolitan Urban Service Area) from the City <br />Charter and relating to approval or disapproval of removing the Precinct Liaison provision of <br />Section 3.2 of the City Charter. <br /> <br />Reviewed by: <br /> <br />City Attorney <br />City Administrator <br /> <br />CC: 09/11/02 <br /> <br />-327- <br /> <br /> <br />
