Goodrich, City Attorney <br /> <br />CASE # <br /> <br />Background: <br /> <br />At the Charter Commission meeting on July 18, 2002, the Commission recommended that the <br />Liaison Provisions in Section 3.2 to be deleted. A copy of Section 3.2 is attached for your review. <br />The reason for deletion of this section is that with the establishment of wards, there is no longer a <br />necessity for the council members to act as precinct liaisons. Residents may now bring their local <br />concerns to the council member representing their ward. <br /> <br />One o f the methods provided by Statb Statute to amend the charter is by ordinance recommended by <br />the Charter Commission. If the City Council, after public heating, adopts the ordinance <br />UNAMINOUSLY, the charter is amended. This is a charter amendment procedure; which is <br />efficient and economical and is generally used for the less controversial amendments. A proposed <br />ordinance is enclosed for your consideration <br /> <br />Please note that Subsection 3.2.2. "Precinct Boundaries" is not being deleted. <br /> <br />Enclosures: <br /> <br />Section 3.2 "Liaison Function" of the City Charter <br />Proposed Ordinance <br /> <br />Commission Action: <br /> <br />Motion to introduce an ordinance deleting Section 3.2 "Liaison Function" and Subsection 3.2.1. <br />"Precinct Liaison" from the City Charter, with the exception that subsection 3.2.2.
