AUTHORIZATION FOR AN AGREEMENT WITH MnDOT <br />FOR THE PARK AND RIDE FACILITY <br /> By: James E. Norman, City Administrator <br /> <br />Case # q <br /> <br />Background: <br /> <br />The Minnesota Department of Transportation (MnDOT) operates the NORTHSTAR <br />COMMUTER COACH demonstration project along trunk highway #10 between Elk River and <br />downtown Minneapolis. The demonstration project currently has two Park and Ride facilities in <br />both Elk River and Coon Rapids Riverdale. MnDOT has recently agreed to grant funds for the <br />design, construction, and operation of a similar Park and Ride facility in the City of Ramsey. <br /> <br />The site of the proposed Park and Ride facility would be located on the property currently owned <br />by BMA Associates to the west of Ramsey Boulevard and north of Trunk Highway #10. (Maps <br />describing the location are attached to the case.) <br /> <br />In order to initiate the design, construction, and operation of the Park and Ride facility, the City <br />will need to authorize a contractual relationship with the State of Minnesota. Attached to the <br />case is agreements stating the State will provide financing for design, construction and operation <br />of the Park and Ride facility in exchange for the City's ability to provide land for the facility. <br />Also attached to the case is a resolution authorizing the City to enter into the agreement with the <br />State of Minnesota to receive the Federal Transit Administration funds for the Park and Ride <br />facility. <br /> <br />As instructed during the August 5 special meeting of the City Council, the City Attorney has <br />been in discussions with MnDOT representatives regarding clarification of terms of the grant to <br />operate the Park and Ride facility. The City Attorney will report his discussions during the <br />Council meeting. <br /> <br />Staff Recommendation: <br /> <br />Staff would recommend the City entering into the agreement with the State of Minnesota for <br />design, construction, and operation of a NORTHSTAR COMMUTER COACH demonstration <br />project Park and Ride facility. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #02-08-XXX allowing the City enter into an agreement with the <br />State of Minnesota for design, construction, and operation of a NORTHSTAR COMMUTER <br />COACH demonstration project Park and Ride facility. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />City Planner <br /> <br />CC: 08/13/02 <br /> <br />-205- <br /> <br /> <br />
