Last year, <br />during several workshops, the City Council worked on language for a new density transition <br />ordinance. The Planning Commission held a public hearing on June 6, 2002 and did not receive <br />any public input regarding the proposed ordinance. The following items are enclosed for your <br />consideration: <br /> <br />a) <br />b) <br />c) <br /> <br />Planning Commission Meeting Minutes dated June 6, 2002 <br />Drat5 City Council Meeting Minutes dated July 23, 2002 <br />Proposed ordinance <br /> <br />Observations: <br /> <br />The City Council introduced the ordinance on July 23, 2002 subject to making a few text <br />changes. Following is a list of the changes made: <br /> <br />In Amendment A, Section 9.20.05, Subdivision 3(a)(3), "Municipal State Aid Roads" was added <br />under the description of natural features that can be used as a density transition method. The <br />section will now read: County and State highways, or Metropolitan State Aid (MSA) collector <br />streets. <br /> <br />In Amendment A, Section 9.20.05, Subdivision 3(a)(4), language "that will not be eligible for <br />future development." was added to the section describing the use of a three hundred (300) foot <br />wide, undeveloped, natural buffer that could serve as a density transition method. The section <br />will now read: A minimum three hundred (300)foot wide, undeveloped, .natural distance <br />separation that will not be eligible for future development. <br /> <br />In Amendment A, Section 9.20.05, Subdivision 3(c), was changed to remove the word "can" <br />with the word "must" in the section dealing with the City making a determination on whether <br />matching of densities can be used as a density transition method. The affected sentence will now <br />read: The City, as part of the sketch plan review process, shall indicate whether the proposed <br />subdivision must use the matching of density technique. <br /> <br />Under the City Charter, the ordinance is now eligible for adoption. <br /> <br />Recommendations: <br /> <br />City Staff recommends adoption of the proposed ordinance. <br /> <br />Council Action: <br /> <br />Motion to adopt an ordinance creating density transition standards. <br /> <br />-245- <br /> <br /> <br />
