-272- Update to Easement Acquisition Along Alpine Drive By: Brian Olson, Principal City Engineer P.W. CASE Background: The purpose of this case is to give you an update on the negotiations of easements along Alpine Drive NW for trail and storm sewer purposes. Attached are maps of the proposed easements and a table that outlines the agreements that we have tentatively negotiated. On March 19, 2002, the Public Works Committee authorized Staff to begin negotiations for the easements necessary to construct a trail along Alpine Drive and to construct a storm sewer overflow from the pond on the south side of Ute Street. This action was ratified by the City Council, but Staff was directed to bring the results of the negotiations back to the Public Works before final action. Staff has worked with each of the property owners along Alpine Drive and with one exception, Parcel 3, have had success in achieving access to the lands described in the attached exhibits. The landowner of Parcel 3 originally asked for a wood fence to provide him some privacy for the increased pedestrian volume. Upon further negotiation, we were told that he wants a sound wall similar to that on Highway 47. The cost of the sound wall has been estimated at $20,900. This coupled with the $5,200 that would be necessary for a retaining wall would bring the cost of the easement to an unreasonable amount. Staff recommends beginning the condemnation procedure to acquire the land necessary to construct the trail on this parcel of land.
