He explained that if the developer is willing to work with the <br />City, it is a workable position but if that is not the case, the City needs to put a clamp on it. <br /> <br />Councilmember Zimmerman stated the ordinances are to be done by September. <br /> <br />Mr. Elvig stated they talked about scheduling an additional meeting per month to try and get that <br />accomplished. He stated he is not sure if it can be done by then since there is a lot of information <br />to go through from other cities and developments, but staff and the consultants have been helping <br />so they can get it done by that time. <br /> <br />Councihnember Zimmerman commented on Riverdale and developments in Elk River and stated <br />his hope that the Ramsey project is done slowly and right to assure it does not fail. <br /> <br />Mr. Elvig stated it seems that if the project can move slowly and clearly, saving open space for <br />market opportunity, it can be achieved and still "massage" the project to address the market <br />needs. He stated they can share the information that they are hearing about other developments <br />with the Council. <br /> <br />Councilmember Zimmerman stated that getting an .overpass from the freeway will be key in <br />getting people into the center. <br /> <br />Mr. Elvig stated he mentioned that to MnDOT and they said with certain loads there can be a <br />cost sharing situation. <br /> <br />Mayor Gamec stated he met with the marketing people and about 15 other companies on the <br />growth of Ramsey and they will be doing a show on Ramsey in the future. He invited Mr. Elvig <br />to attend that show. He thanked Mr. Elvig for his presentation and extended his appreciation to <br />the other Task Force members as well. <br /> <br />Case #5: <br /> <br />Authorization to Apply for Livable Communities Demonstration Account <br />(LDA) Grant <br /> <br />City Administrator Norman noted the information on the demonstration grant and the eligible use <br />of the funds. He noted that these funds would get the project going in Ramsey which is a Smart <br />Growth City. He reviewed the cost estimates for Sunwood Drive totaling $3,983,000 and <br />recommended the grant, if approved, fund the infrastructure costs for Sunwood Drive, <br /> <br />Councilmelnber Hendriksen asked when the City became aware of this grant and process. <br /> <br />City Administrator Norman stated it was sent to Economic Development several months ago and <br />brought to bis attention about a month ago. It was then mentioned to the Task Force and the <br />deadline was brought to his attention last week so he placed it on the Council agenda tonight to <br />meet the deadline. <br /> <br />City Council/July 9, 2002 <br />Page 19 of 24 <br /> <br />-77- <br /> <br /> <br />
