City Planner Gladhill wanted to add that in RTC 9 which is a townhome development has taken <br />control of the homeowner association and is working with a management company. In RTC 10th <br />addition they are organizing their own homeowners association and they are very active and <br />RTC 8m along Bunker Lake Blvd. is more active in seeing this park move forward and there is a <br />lot of support. <br />Chairperson Shyrock added unlike the Sunwood Driver project this is not a controversial park <br />and everybody in the area wants this. <br />Vice Chair Backous sees this as the developer comes in and pays fees and now we are asking <br />residents to maintain these parks. <br />Vice Chair Backous feels an obligation to maintain it for them or atleast have a fallback plan if <br />the residents are unable to do it. <br />Commissioner Olsen is concerned that this is going to fall back on City staff for maintenance, <br />and thinks we should only do this project if we can maintain it. <br />Commissioner Barr stated she agrees that the park would be great but should be done in due time <br />when the City can manage it. <br />Vice Chair Backous wants to make it clear he would rather see something there rather than what <br />it already there, he doesn't want to put the burden on the residents but if they want to maintain it <br />he feels that is fine but would like to see this park worked into the City maintenance plan. <br />Motion by Commissioner Olsen, seconded by Commissioner Fyten to move ahead with the <br />modest improvements suggested at North Park given that funding and labor agreements come <br />through with the knowledge that park and recreation will be able to take care of the maintenance <br />if the homeowners association is unable to do so. <br />Motion carried. Voting Yes: Chairperson Shryock, Vice Chair Backous, Commissioners Fyten, <br />and Olsen. Voting No: Commissioner Barr: Absent: Commissioners Bennett and LaMere. <br />COMMISSION/STAFF INPUT <br />Parks Supervisor Riverblood updated the Commission on the increasing problems of vandalism <br />and litter at the Alpine skate park. <br />He also informed the Commission of a really cool Eagle Scout project that was just completed at <br />the Central Park warming house. The Eagle Scout installed paver patio on the south side of the <br />warming house and staff also installed a stone bench there <br />A Report on year end tournaments will be available at the November or January meeting. <br />Vice Chair Backous said they are getting a lot of compliments on the electronic locks on the <br />restrooms at Central Park In addition to the Super Soccer tournament at Central Park the <br />Park and Recreation Commission/October 14, 2010 <br />Page 4 of 5 <br />
