City Planner Gladhill wanted to add that in RTC 9 which is a townhome development has taken control of the homeowner association and is working with a management company. In RTC 10th addition they are organizing their own homeowners association and they are very active and RTC 8m along Bunker Lake Blvd. is more active in seeing this park move forward and there is a lot of support. Chairperson Shyrock added unlike the Sunwood Driver project this is not a controversial park and everybody in the area wants this. Vice Chair Backous sees this as the developer comes in and pays fees and now we are asking residents to maintain these parks. Vice Chair Backous feels an obligation to maintain it for them or atleast have a fallback plan if the residents are unable to do it. Commissioner Olsen is concerned that this is going to fall back on City staff for maintenance, and thinks we should only do this project if we can maintain it. Commissioner Barr stated she agrees that the park would be great but should be done in due time when the City can manage it. Vice Chair Backous wants to make it clear he would rather see something there rather than what it already there, he doesn't want to put the burden on the residents but if they want to maintain it he feels that is fine but would like to see this park worked into the City maintenance plan. Motion by Commissioner Olsen, seconded by Commissioner Fyten to move ahead with the modest improvements suggested at North Park given that funding and labor agreements come through with the knowledge that park and recreation will be able to take care of the maintenance if the homeowners association is unable to do so. Motion carried. Voting Yes: Chairperson Shryock, Vice Chair Backous, Commissioners Fyten, and Olsen. Voting No: Commissioner Barr: Absent: Commissioners Bennett and LaMere. COMMISSION/STAFF INPUT Parks Supervisor Riverblood updated the Commission on the increasing problems of vandalism and litter at the Alpine skate park. He also informed the Commission of a really cool Eagle Scout project that was just completed at the Central Park warming house. The Eagle Scout installed paver patio on the south side of the warming house and staff also installed a stone bench there A Report on year end tournaments will be available at the November or January meeting. Vice Chair Backous said they are getting a lot of compliments on the electronic locks on the restrooms at Central Park In addition to the Super Soccer tournament at Central Park the Park and Recreation Commission/October 14, 2010 Page 4 of 5
