<br />(Currently in effect; all local plans and ordinances must be consistent with these
<br />standards and guidelines.)
<br />Interim Development Regulations (IDR)
<br />(EO 79 -19 provided the IDRs as temporary standards until local MECCA ordinances were
<br />approved by the EQB. Hastings, Brooklyn Center, and a small area in Hennepin County are
<br />still subject to the lDRs because they do not have approved MECCA ordinances. The 009
<br />used some of the lDRs in drafting MRCCA rules, and some LGUs have used portions
<br />f fling new par of
<br />the IDRs in their current ordinances. The IDRs are provided here for reference. Local
<br />ordinances, which vary widely, will contain the current effective standards
<br />any given community.)

<br />accordance with the following guidelines

<br />premature expansion or upgrading of the Metropolitan systems will
<br />not be required, shall be identified.

<br />industrial and commercial uses that require water access including,
<br />but not limited to such uses as, transportation, water supply
<br />waste discharge. This does not preclude the locating of non -water

<br />7. Line of Sight
<br />n Rural pen Space, rban De eloped, and rban pen Space districts, the
<br />de elopment of new and expansion of existing industrial and commercial
<br />uses and de elopment shall be permitted, if it cannot be seen from the
<br />WM on the opposite side of the ri er. Water - related commercial and
<br />industrial uses shall not be subject to this requirement.
