■ Cities need significant financial assistance from the federal and state government, as <br />well as the Metropolitan Council, in order to make progress toward creating additional <br />affordable housing; <br />Public transit infrastructure and the provision of affordable housing are connected. The <br />allocation of affordable housing goals should reflect the actual level of resources <br />available for transit infrastructure and operations. The Council should provide and <br />advocate for resources for public transit infrastructure in order to enhance <br />opportunities for affordable housing; <br />Absent significant resources to assist cities, the Met Council will not hold cities <br />responsible if the goals can't be met, and the Met Council will reassess biennially the <br />targets or goals to recognize the deficiency; <br />The formula, and the methodology used to create it, should be routinely evaluated to <br />determine if market conditions have changed or if underlying conditions should prompt <br />readjustment of the formula; <br />The formula should continue to reflect the balance and breadth of existing affordable <br />housing stocks; and <br />The Council should engage in a "post" project analysis in order to measure the <br />effectiveness of that project. <br />111 -E State Role in Affordable Housing <br />Primarily through the programs of the Minnesota Housing Finance Agency (MHFA) the <br />state establishes general direction and prioritization of housing issues. Further MHFA <br />should collaborate with the Department of Employment and Economic Development <br />(DEED) in order to connect affordable housing and economic development goals. The state <br />financially supports a variety of housing types including homeless shelters, transitional <br />housing, supportive housing, senior housing, and family housing. The state must continue <br />to be an active partner in addressing lifecycle and affordable housing issues. <br />Metro Cities supports: <br />Increase funding, including state general funds and, possibly, alternate sources of <br />revenue, for programs that support lifecycle, affordable housing, foreclosure mitigation, <br />senior, transitional and emergency housing. The state should consider establishing a <br />non- competitive program to create a pipeline to match city - subsidized affordable <br />housing projects; <br />M Support housing programs that assist housing development throughout the low -to- <br />moderate income range; <br />2011 Legislative Policies 15 <br />
