Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Review of Wildlife Sanctuary 2~a Addition; <br />Case of Oakwood Land Development <br /> <br />Community Development Director Frolik stated that Oakwood Land Development has applied <br />for preliminary plat review to replat Lots 1 and 2 of Wildlife Sanctuary Addition located west.of <br />State Highway #47 and south of River Pines residential development. The subject property is <br />31.66 acres in size. The preliminary plat is proposing to subdivide the subject property into 42 <br />single-family lots for a net density of 2.01 units per acre. The proposed lots meet the m/nimum <br />standard for lot area and lot width. The subdivision is proposing to gain access from State <br />Highway #47 by the extension of 156m Lane. MnDOT will be requiring State Highway #47 to be <br />upgraded to include left and right turn lanes. The preliminary plat is providing two cul-de-sacs <br />into the development that meet the cul-de-sac length restriction established in City Code. An <br />access to the south has been provided to facilitate future development for the proposed Wildlife <br />Sanctuary 3~ Addition and Lots 1, 2, 3, Block 4, Wildlife Sanctuary 2~a Addition. The <br />development of Lots 1, 2, 3, Block 4, will be contingent upon the construction of Iodine Street in <br />Wildlife Sanctuary 3~ Addition. The'City engaged the services of SKF Consulting to conduct a <br />noise mitigation analysis for the project area. The result of the analysis concludes that' noise <br />mitigation measures for the proposed development would not be reasonable since the <br />construction of 156m Lane would limit the effectiveness of a sound barrier. The Park and <br />Recreation Commission is recommending park dedication be satisfied by a cash payment and the <br />Developer continue to work with staff regarding the exact location of a bituminous trail located <br />with_in the development. The City is also reviewing development proposals for Wildlife <br />Sanctuary 3~ Addition to the southwest, Sunflower Ridge to the south, and Evergreen Point to <br />the southeast. The installation of streets, sanitary sewer, municipal water and storm sewer will <br />have to be a coordinated effort between all four proposed development areas. The Planning <br />Commission reviewed the proposed prelim/nary plat and held a public hearing on May 2, 2002. <br />There was no citizen input during the public hearing. The Planning Commission recommended <br />the City Council approve the preliminary plat contingent upon compliance with staff review <br />letter dated April 26, 2002, revised May 24, 2002. <br /> <br />City Council/May 28, 2002 <br />Page 11 of 25 <br /> <br /> <br />
