ANDREWS ADDITION;
CASE OF NORTH FORK, INC.
By: Community Development Director Sylvia Frolik

Background:

North Fork, Inc. has applied for an Administrative Subdivision to convey portions of Lots 11 and
12, Block 2, and all of Outlot A, Northfork St. Andrews Addition to the Links Golf Course. The
property to be conveyed is regularly used as part of the 17th fairway of the golf course. The
conveyance of the land will expand the playable fairway and assures no trespassing onto private
property in or around the 17th fairway.

In conjunction with Administrative Subdivisions, a routine proCedure is to vacate the standard
drainage and utility easements on existing common property lines and dedicate replacement
drainage and utility easements on what will be the new common property lines.

Notification:

No notification is required for Administrative Subdivisions. In accordance with State Statue,
property owners within 350 feet of the subject property were notified of the public hearing to
consider vacating the existing drainage and utility easements on current common property lines.

Observations:

Administrative Subdivisions are approved at a City Staff level and are used for the conveyance
of property between adjacent landowners. Generally, the instrument used to record the land
conveyance approved by City Staff is a quit claim deed. However, in the case of Torrens
property, the only instrument that can be used to record the conveyance is a Registered Land
Survey. Registered Land Surveys require City Council approval. Therefore, it is necessary for
the City Council to review and approve this Administrative Subdivision. Both Lots 11 and 12
will continue to maintain compliance with the minimum lot size for Northfork after the
conveyance of the property to the golf course.

As part of the Administrative Subdivision, Staff is also taking the necessary steps to vacate the
standard drainage and utility easements on the current common property lines with the golf
course. The City Engineer has verified that there are no drainage structures within the existing
easements to be vacated. The applicant will be required to provide the City with replacement
easements on the new common property line with the golf course.

The following items are enclosed:

a)
b)
c)

d)
e)

Site location map for St. Andrews Addition
Site location map of Lots 11 and 12,.
