Councilmember McGlone noted the marketing model might not work and that should be looked <br />at. <br />Councilmember Dehen believed the City needed more information before changing the model. <br />Councilmember Elvig recommended if the City gets into this type of program again, that the <br />checks be written directly to the City and the City pays the marketing company. <br />It was the Council's consensus to make a formal demand for the money owed and terminate the <br />contract with Youth First Marketing if that is what the vendor wants <br />3) Update on the Noise Wall Analysis for the CSAH 116 (Bunker Lake Boulevard) <br />Reconstruction Project, between Basalt to Germanium Street <br />City Engineer Himmer reviewed the staff report. <br />Councilmember Elvig stated he did not want any walls put up. <br />Councilmember Dehen stated he also did not walls and asked if berms could be put up <br />Public Works Director Olson noted berms needed a lot of land, the land was not there in this <br />area, and that berms would not decrease the noise to an acceptable level. <br />Acting Mayor Look stated the purpose of the wall was to reduce the decibels to five and when <br />they went out for Federal dollars there were strings attached, which was what they were finding <br />out now.
