He reviewed that this alignment was the only location, <br />which met appropriate sight lines and intersection spacing and the City's desire to acquire an <br />access at this location was communicated verbally and in writing to the previous owner and his <br />realtor prior to.the new owner's purchase of this site. The present property owners have been <br />cooperative in these discussions, but have expressed concerns about impacts to their duplex <br />homesite that the proposed 50 foot wide access may cause. He explained that the purpose of this <br />case is to receive Council direction in this matter. Staff believes it may be appropriate to initiate <br />condemnation action to help facilitate negotiations and in the event that no progress is made by <br />the time the City needs to cause a park entrance to T.H. #47. <br /> <br />Mayor Gamec asked if Mr. Boos. needed the requisition at this time. <br /> <br />Mr. Boos stated he thought autho~ng the mltmt~on of condemnation procedures provides for a <br />good framework and'~imeline. <br /> <br />Motion by Councilmembl <br />Resolution #02-06- <br /> <br />Park. <br /> <br /> by Councilmember Anderson, to approve <br />acquisition of property for access to Elmcrest <br /> <br />Motion carried. During this evaluation phase, ~. Mulrooney sought additional interest ~om ano~er <br />qualified vendor called the McComb Group, Ltd., ~d requested that they also submit a proposal <br />for consideration. Mr. Mulrooney received the proposal by the McComb Group and comp~ed <br />their proposal with the ~C proposal. ~. Mulrooney's findings found that ~ere would be <br />savings in using the McComb ~oup. His analysis also fo~d that there was more professional <br />and project experience with the McComb Group.
