Background: <br /> <br />RAMSEY COMPREHENSIVE PLAN AMENDMENT FOR <br />TOM KURAK SUNWOOD DRIVE PROPERTY <br /> By: James E. Norman, City Administrator and <br /> Principal Planner Patrick Trudgeon <br /> <br />CASE # <br /> <br />On December 18, 2001, the Ramsey City Council adopted the March 2001 Draft Comprehensive <br />Plan along with new language regarding the Central Rural Reserve Area. During the summer <br />and fall of 2001, the City Council met with facilitator Larry Bakken to work toward resolution <br />on some of the outstanding issues from the March 2001 draft of the Comprehensive Plan. From <br />these discussions, staff received direction from the City Council to bring forward text and future <br />land use map amendments for consideration. On January 24, 2002, the City Council and <br />Planning Commission held a joint public hearing to consider the amendments. On February 26, <br />2002, the Ramsey City Council considered the amendments to the 2001 Comprehensive Plan. <br /> <br />During the meeting of February 26, the City Council instructed staff to bring back positive and <br />negative findings of fact for the two Comprehensive Plan amendments submitted by Tom Kurak. <br />During the City Council meeting of March 12, 2002, the City Council took action on the Kurak <br />property in Section 28; however, the vote was tied 2-2. The City received a formal request from <br />Tom Kurak to extend the consideration period for the property east of Sunfish Lake in order to <br />provide an opportunity for the property owner to meet with the neighborhood to resolve any <br />issues with the proposed development. Extensions were also granted on April 17, 2002 and May <br />17, 2002. Meetings were held with the adjacent neighborhood on March 28, 2002, and on May <br />30. Both meetings included productive discussions and a third meeting was tentatively <br />scheduled for late June or early July. <br /> <br />During the City Council meeting of June 11, Councilmember Terry Hendriksen requested that <br />the Comprehensive Plan amendment be brought back for Council consideration during the <br />Council meeting of June 25. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map with the proposed Comprehensive Plan amendment <br />Letter of interest for land use change from Tom Kurak <br />Letter from Tom Kurak requesting an extension for consideration <br />Proposed resolutions <br /> <br />Council Action: <br /> <br />The City Council may consider the resolutions for Comprehensive Plan amendments and make a <br />determination on each proposed amendment. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Principal Planner <br />City Attorney <br />Community Development Director <br />Associate Planner <br /> <br />CC: 06/25/02 <br /> <br />-105- <br /> <br /> <br />
