I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Councilmember Anderson inquired if additional parking areas will be included within the <br />townhome development. <br /> <br />Principal Planner Trudgeon replied that additional parking areas are not included because of the <br />inclusion of City Streets within the townhome site. <br /> <br />Councilmember Kurak inquired if sidewalks would be on both sides of the street. <br /> <br />Principal Planner Trudgeon explained that sidewalks are required to be on one side of all public <br />roads. <br /> <br />Mr. Black explained that the proposed density has been reduced by 46 units since the first time it <br />was presented to the City Council and the land use patterns comply w/th the Comprehensive Plan. <br />The one element he thought everyone was excited about was the senior housing apartment <br />complex. When that development does occur it will be done by Real Life, but they are unable to <br />construct the facility until 2003, which is why it was removed fi.om the site plan. He noted that he <br />fully understood that they would be limited to 15 units per acre on the apartment complex, which <br />he acknowledged was approximately 66 units. <br /> <br />Mayor Gamec inquired if the City Attorney felt that the Council should address the EAW issue <br />before proceeding with the preliminary plat discussion. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Sara Stroman, 14546 Krypton Street NW, Ramsey, stated that there have been many references <br />made about the City's Comprehensive Plan and there is a lot of language developed to the <br />importance of the preservation of natural resources. The development that is before the Council <br />affects those natural resources in the City. She commended the City for doing a limited <br />environmental worksheet, but she had some concerns because the limited assessment does not <br />address cumulative impacts of the development with other developments going on in the City. <br />Her other concern with the limited environmental worksheet that was completed is that the <br />conclusion was based on certain assumptions, which included a tree preservation plan being in <br />place and the amount of runoff that would occur from the development. She requested that a <br />comprehensive assessment be done and that the City agree to complete the biological survey for <br />Blanding Turtles as recommended in the environmental review. <br /> <br />Councilmember Hendriksen inquired as to what the City's obligation is to preserve the Blandings <br />Turtles ability to nest. <br /> <br />Ms. Stroman replied that the City is required to preserve the lives of the turtles and there are <br />mitigation measures that would be followed if they were found in the vicinity of the development. <br />She also wanted to point out that when the letter was initially sent to the City by the EQB it <br />outlined that the City had 30 working days to respond to the petition, but the development <br />proposal was withdrawn.
