Mayor Gamec recessed the regular meeting of the City Council at 9:18 p.m. <br /> <br />Mayor Gamec called the regular meeting of the City Council back to order at 9:24 p.m. <br /> <br />Councilmember Hendriksen stated that the residents along the peninsula invited the <br />Councilmembers to view the proposed lots along the peninsula, which he did and he agreed with <br />the residents that the lots are not buildable. He felt that the Council needed to look at that portion <br />of the development very carefully. <br /> <br />Councilmember Kurak inquired if there has ever been a situation in the history of the City where <br />homes were built in an area that they should not have been built. <br /> <br />City Engineer Jankowski explained that there have been some homes that have had some grade <br />problems, but that would not be the issue with the homes along the peninsula. <br /> <br />Councilmember Kurak inquired if there was ever an issue where the lots were too small. <br /> <br />City Engineer Jankowski explained that there have been some issues where homes were built <br />where there was no backyard, but there have not been any problems with the house being a <br />problem because of the proximity to the wetland. <br /> <br />Councilmember Kurak inquired if any of the problems impacted the quality of the home. <br /> <br />City Engineer Jankowski replied not to his knowledge. <br /> <br />Councilmember Kurak stated that she also viewed the lots along the peninsula along with the <br />Planner, City Engineer, and developer and everyone could agree that the "dog house" lot was <br />buildable. She inquired if there was any reason the City Engineer would feel that the lot would <br />not be buildable. <br /> <br />City Engineer Jankowski replied that he could not give any reason why the lot could not be built <br />on. <br /> <br />Councilmember Zimmerman stated that everyone along that peninsula has a nice home with a <br />backyard so why should a house be built without a backyard. Currently the water level is low, but <br />if there is a higher water table the home will be under water. <br /> <br />City Engineer Jankowski noted that the calculations have to be made by the WMO for a 100 year <br />storm. <br /> <br />Councilmember Hendriksen stated that the City had an issue along Barium Street where the City <br />had to undertake a significant regrading project because the house was built very close to the road <br />and the back yard was very steep. There were a couple of houses that were designated as lots and <br />were not sold for a long period of time because a portion of them were under water and then <br /> <br />City Council/February 12, 2002 <br /> Page 19 of 33 <br /> <br />-171- <br /> <br /> <br />
