Case #8 Request for a Conditional Use Permit for an Overage in Aczessory Structnr~ Space; Case ofRhondn M~orris Zoning Administrator Frolik explained that on February 7, 1997, the City received an application from Rhonda Morris for a conditional use permit for am overage in accessory structure space on the property generally known as 16735 Nowthen Boulevard NW. She advised RAonda Morris has entered into a purchase a~eement for the pre-e,,dsting homestead amd two outlots proposed in the recently approved Harmony Addition. M.s. Morris breeds and raises horses for her personal use and proposes to construct a total of 28,659 square feet in new accessory buildings on the 3 S-acre parcel to accommodate this special interest. Zoning Administrator Frolik displayed a picture of the proposed structure and reviewed exterior treatment amd materials to be used as well as proposed landscaping. She advised of'the need for lower building elevations which face C1~5 to contain brick: veneer amd noted a machinery building and hay storage building are also proposed. Because of'the rural character of the area, its distance from the NfO'SA, and the amount of investment the Morris' are willing to make in these accessory buildings to ensure their aesthetic integrity, the Planning Commission and City Stagreeommend approval of the request. Craig Morris, applicant, commented on the substantial investment being made in these buildings. He assured the Council this is a hobby and they will not board other horses. He clarified the brick will not be veneer, but actual brick which will add to the overall pleasing appearance. Motion by CotmciIrnember lq'a,qs Steffen and seconded by Councilmember Beyer to adopt Resolution. -~97-03-062 adopting Findings of Fact ~)420 relating to Rhonda Morris' request for a conditional use permit. Motion carried. Voting Ires: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and Zimmerman. Voting No: None. Morion by Cotmcilmember Haas Stegen and seconded by Councilmember Beyer to approve Rhonda Morris' request for a con&donal use permit for an overage in allowable accessory structure space and adopt Resolution #9%03-063 declaring terms of same.
