-316-

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Hendr/ksen, CormolIy, Anderson,
and Zimmerman. Voting No: None, Absent: None.

Case #13: Report from Public Works Committee

1) Update on 153/155 Avenue Extension

Councilmember Zimmerman reported that ali approvals have been received and the project is
ready for bidding, w/th the exception of the acquisition of the fights-of-way. Seven parcels have
been identified for acquisition, ~d the City has acquired four of these parcels.

City Engineer Jankowski explained that the remaining parcels were discussed by the Public
Works Committee, which met on May I6, 2000, and the following was recommended by the
Committee:

Parcel 2 - Mr. Jeff Sch.roeder has indicated he will sign or negotiate for a 500 square foot
parcel, which has been valued at $1.00. The City Attorney needs to advise on the
probable cost of eminent domain proceeding on this parcel.
Parcel 3 -Mr. Thomas Auel has been offered $6,000, following an initial offer of $4,400
based upon the City's approval. The Committee recommended the City wait for a
response from Mr. Auel.
Parcel 7 is owned by Lowell Vasseur. The Committee recommended increasing the
City's offer from $48,000 to $54,200 due to a revised appraisal from the City's appraiser
which has been provided for Council review.
Parcel 4 is owned by Kenneth Volkman. The City has offered $40,248 for a partial
taldng of this property. The Volkmans are obtaining their own appraisal. The Committee
recommended continuing to negotiate with the Volkmans, and suggested a total purchase
of the property would be viewed favorably by the City, with a flexible vacation date if
that is agreeable to the VoLkmans.

Councitmember Hendr/ksen asked about the approximate cost of the imminent domain
proceeding from parcel #2.

City Attorney Goodrich responded on June 1, the court increased salaries. He noted the
Commissioners would meet three times for about $3,000. He stated there needs to be a formal
appraisal for $1,000. He estimated the t°tal cost to be $5,000.

Councilmember Ftendriksen stated there are two choices. He noted the Council could offer more
or do without it.

City Engineer Jankowski responded the issue is there would only be 3 feet in some areas.

Fire Chief Kepler stated there needs to be a place for snow storage.

Ci~ Council/May 23, 2000

I
I
I
i
I
I
I
I
I
I
I

I
I
I
I
I
I
I
