-330- <br /> <br /> ORDINANCE NO. 02 - <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 2 OF THE RAMSEY CITY CODE, WHICH CHAPTER IS <br />KNOWN AS THE "COUNCI~L, BOARDS AND COMMISSIONS" CHAPTER OF THE CITY <br />CODE. <br /> <br />AN ORDINANCE AMENDING SECTION 2.01.02 OF THE CITY CODE WHICH SECTION <br />IS ENTITLED "PRESIDING OFFICER." <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AMENDMENT <br /> <br />Section 2.01.02, entitled "Presiding Officer" of Chapter 2 of the City Code is replaced by the <br />following text: <br /> <br />2.01.02 <br /> <br />Presiding Officer <br /> <br /> Subdivision. 1. Mayor as Presiding Officer. The mayor shall preside at <br />all meetings of the council. In the absence of the mayor, the acting mayor shall preside. In the <br />absence of both, the City Administrator shall call the meeting to order and shall preside until the <br />council members present at the meeting choose one of their number to act temporarily as <br />presiding officer. <br /> <br /> Subd. 2. Presiding Officer Duties. The presiding officer shall preserve <br />order, enforce the rules of procedure herein prescribed, and determine without debate, subject to <br />the final decision of the Council on appeal, all questions of procedure and order. Except as <br />otherwise provided by statute or by these rules, the proceedings of the council shall be conducted <br />in accordance with Robert's Rules of Order Revised. All questions and remarks shall be <br />addressed to the presiding officer, or through the presiding officer to the appropriate Council <br />Member, staff member, citizen or other appropriate person. <br /> <br /> Subd. 3. Appeal of Presiding Officer Ruling. Any member may appeal to <br />the council from a ruling of the presiding officer. The member appealing shall clearly state the <br />reasons for his/her appeal If the appeal is seconded, the presiding officer may explain his/her <br />ruling, but no other council member shall participate in the discussion, The appeal shall be <br />sustained if it is approved by the majority of the members present, exclusive of the presiding <br />officer. <br /> <br /> Subd. 4. Presiding Officer Participation. The mayor or such other <br />members of the council as may be presiding may move, second and debate from the Presiding <br />Officer.
