-330- ORDINANCE NO. 02 - CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AN AMENDMENT TO CHAPTER 2 OF THE RAMSEY CITY CODE, WHICH CHAPTER IS KNOWN AS THE "COUNCI~L, BOARDS AND COMMISSIONS" CHAPTER OF THE CITY CODE. AN ORDINANCE AMENDING SECTION 2.01.02 OF THE CITY CODE WHICH SECTION IS ENTITLED "PRESIDING OFFICER." The City of Ramsey Ordains: SECTION 1. AMENDMENT Section 2.01.02, entitled "Presiding Officer" of Chapter 2 of the City Code is replaced by the following text: 2.01.02 Presiding Officer Subdivision. 1. Mayor as Presiding Officer. The mayor shall preside at all meetings of the council. In the absence of the mayor, the acting mayor shall preside. In the absence of both, the City Administrator shall call the meeting to order and shall preside until the council members present at the meeting choose one of their number to act temporarily as presiding officer. Subd. 2. Presiding Officer Duties. The presiding officer shall preserve order, enforce the rules of procedure herein prescribed, and determine without debate, subject to the final decision of the Council on appeal, all questions of procedure and order. Except as otherwise provided by statute or by these rules, the proceedings of the council shall be conducted in accordance with Robert's Rules of Order Revised. All questions and remarks shall be addressed to the presiding officer, or through the presiding officer to the appropriate Council Member, staff member, citizen or other appropriate person. Subd. 3. Appeal of Presiding Officer Ruling. Any member may appeal to the council from a ruling of the presiding officer. The member appealing shall clearly state the reasons for his/her appeal If the appeal is seconded, the presiding officer may explain his/her ruling, but no other council member shall participate in the discussion, The appeal shall be sustained if it is approved by the majority of the members present, exclusive of the presiding officer. Subd. 4. Presiding Officer Participation. The mayor or such other members of the council as may be presiding may move, second and debate from the Presiding Officer. The presiding officer shall not be deprived of any of the privileges of a council member by reason of acting as presiding officer. I I; I' I I I I I I I I I I I
