The maximum density for the Rural Developing area shall be 1 unit per 2.5 acres gross. This <br />density was determined by examining the natural features and the predominant existing density <br />within the Rural Developing area. <br />Rural Policy <br />It is the policy of the City of Ramsey to: <br />1. Enforce a maximum overall density of 1 unit per 2.5 acres in the Rural Developing <br />area. <br />2. Encourage preservation of open space and natural resources beyond what is required <br />by ordinance or other legal means through the PUD process. <br />3. Develop, implement and enforce a septic system inspection program and wellhead <br />protection program for existing and future private septic systems and wells consistent <br />with Minnesota Rules Chapter 7080. <br />4. Encourage environmentally sensitive and open space design and construction <br />techniques that preserve natural resources within private control (i.e. other than <br />public land dedication). <br />5. Provide for the extension of urban services only when groundwater contamination <br />(due to failing septic systems or other reasons) has the potential to pose a threat to <br />human health and the provisions and process outlined in the City Charter have been <br />followed. <br />6. Encourage private well users to periodically test the drinking water supply from <br />private wells in order to prevent serious health hazards from occurring due to <br />groundwater contamination. <br />Rural Performance Criteria <br />Residential development projects in the Rural Developing area shall be evaluated based on the <br />following criteria: <br />1. Rural design principles are evident in the plan. <br />2. The site or sites can support two septic drain fields in accordance with Minnesota <br />Rules Chapter 7080. <br />' Good examples of rural design principles can be found in the book Rural by Design by Randall Arendt, an APA <br />publication. <br />
