CC Regular Session <br />Date: 12/14/2010 <br />By: Amber Miller <br />Community Development <br />Information <br />Item #: 5. 15. <br />Title: <br />Request to Renew an Interium Use Permit to Allow for a Temporary Modular Office Structure; Case of the City of <br />Ramsey Public Works Department <br />Background: <br />In 2005, the Ramsey Public Works Department was approved for an Interim Use Permit to place a temporary <br />modular office structure on the same parcel as their existing facility. The Public Works Department was in need of <br />more inside storage and therefore plans to convert the existing office space into additional storage and relocate <br />those offices into the temporary modular office structure. The interim use permit has a term of five years and it is <br />time to renew. <br />Notification: <br />In accordance with State Statute, City Staff attempted to notify all property owners within 350 feet of the subject <br />property of the request for renewal of permit. <br />Observations: <br />The Public Works Department has installed a modular office structure on their site located on Jaspar Street to <br />provide adequate office space for their staff as well as a lunch room and training area. The modular office structure <br />is connected to sewer and water to accommodate the restroom facility and there is sufficient off street parking to <br />support the use. As the Council is aware, the City purchased the Bury & Carlson site with the intent of relocating <br />the Public Works campus at some point in the future. At this time, budget does not allow for that relocation, so the <br />Public Works Department has requested the extension of the IUP for another five years. <br />During the past five years the City has received various complaints regarding the appearance of the Public Works <br />site. City Staff has worked to address those concerns and brought forward a plan this past summer to the Public <br />Works Committee for recommendation and approval. Several of the non - conformities that were observed at the <br />time of an inspection in July have been addressed. The non - conformities and suggested mitigation we found at that <br />visit were as follows: <br />• Grass exceeding one foot in height <br />• Accumulation of waste <br />o Minor accumulation of tree trimmings (should have management plan for burning /chipping; may want to <br />consider some sort of screening), <br />o Waste storage area should be screened <br />• Off - Street Parking <br />o Motor Vehicles in impound lot should be on paved surface, <br />o All parking and maneuvering areas need to be paved (consider Site Plan for alternative surfacing material) <br />• Outdoor storage <br />o Allowed for up to 30% of the site. We believe this site meets these criteria. <br />o Storage on the site has been consolidated and neatly stacked as opposed to spread out over the site in a more <br />haphazard fashion which it was before. <br />At their regular meeting in May, the Public Works Committee recommended the Public Works site to move <br />
