CC Regular Session <br />Date: 12/14/2010 <br />By: Tim Gladhill <br />Community Development <br />Information <br />Title: <br />Request for Final Plat Approval of COR One; <br />Case of the City of Ramsey Housing and Redevelopment Authority <br />Item #: 7. 2. <br />Background: <br />The City of Ramsey Housing and Redevelopment Authority (HRA) has applied for a major plat to re -plat <br />RAMSEY TOWN CENTER FIFTH ADDITION and a portion of the RAMSEY TOWN CENTER addition on an <br />approximately 14.5 acre block of The COR. <br />Notification: <br />Properties within 700 feet were notified of the Public Hearing held on November 4th via Standard US Mail. Said <br />Public Hearing was properly notified in the Anoka County Union. <br />Observations: <br />The project includes a major subdivision to create five (5) buildable lots and one (1) Outlot. Two (2) of the lots are <br />for the Ramsey Municipal Center and Municipal Parking Ramp. The remaining (3) proposed lots are for future <br />development, including apartments and suite -style assisted living. The property is zoned TC -1, a sub - district <br />consisting of a mix of residential, retail, service, professional, community service, recreational and similar uses on <br />every block near, and within easy walking distance of the rail station. <br />It appears that all proposed lots conform to City Code bulk requirements, including minimum lot size, width, and <br />depth. The City has received site plans for Suite Living and Residence at The COR which include standards such as <br />parking requirements, FAR, density, etc. These standards will be reviewed as part of the remaining plat and site <br />plan review. <br />The COR encourages shared and structured parking to maximize building coverages and maximize density, <br />especially in the TC -1 sub - district. The TC -1 district regulations require two (2) to five (5) story buildings. The <br />TC -1 Sub - District setback from street is 0 -5 feet. According to City Code, at least 60% of the proposed building <br />must be within the maximum setback. Parking will also be reviewed as part of site plan review. <br />The site will derive public access from Sunwood and Civic Center Drives. All accesses shall be shared access <br />where feasible and encumbered by shared access easements. The City reserves the right to amend any full access to <br />a right -in, right -out movement as traffic patterns or public safety warrant. <br />Landscape and Civil Engineering plans will be reviewed with the Preliminary and Final Plat review, as well as the <br />Preliminary and Final Site Plan Review. <br />Recommendation: <br />With only one minor modification to the configuration of lot lines from the initial Sketch Plan, the proposed <br />Preliminary Plat appears to be in substantial compliance with the Preliminary Plat, and thus Staff would recommend <br />approval of the Final Plat, contingent upon compliance with the Staff Review Letter dated December 8, 2010. <br />Funding Source: <br />
