-114- <br /> <br />6.04 <br /> <br />Snowmobiles Recreational Vehicles <br /> <br />6.04.01 Purpose. The purpose of this Section is to provide reasonable regulations <br />for the use of snowmobiles, all-terrain vehicles (.ATV), off-highway motorcycles and <br />other recreational vehicles on public and private property in the City. This section is not <br />intended to allow what the Minnesota State Statutes expressly prohibit nor to prohibit <br />what the State Statutes allow. It is intended to prevent a public nuisance. <br /> <br />6.04.02 Incorporation of State Statute. Any person operating a sncwmcbi!¢ <br />recreational vehicle within the City, unless provided otherwise herein, shall be subject to <br />the provisions of Minnesota Statutes, ~}84.81 through 84.929, inclusive, as amended, and <br />the regulations of the Commissioner of Natural Resources ("Commissioner"), adopted <br />pursuant thereto. All provisions of MSS 169 and I69A shall apply to the operation of <br />recreational vehicles except those that by nature have no application. <br /> <br />6.04.03 Definitions. For the purposes of this Section, the definitions listed below <br />shall be construed as follows: <br /> <br /> All Terrain Vehicle (ATV) - a motorized, flotation-tired vehicle of not <br />less than three (3) but not more than six (6) low pressure tires, that is .limited in engi.ne. <br />displacement of less than 900 cubic centimeters and total dry.. weight of less than 800 <br />pounds. <br /> <br /> Boulevard - is that portion of the street Or highway between the roadway <br />and the propert,v, line, <br /> <br />City - shall mean the City of Ramsey, Anoka County, Minnesota. <br /> <br />Council - shall mean the City Council of the City of Ramsey. <br /> <br /> Designated use area - that area north of a. line traversing the city from <br />east to west beginni~!g and including the 15900 block. <br /> <br /> Off-highway Motorcycle -vehicles traveling on two wheels with a seat to <br />be straddled by the operator with handlebars for ste,ering control. <br /> <br /> Operate - shall mean to ride in or on, and control the operation of a <br />snowmobile recreational vehicle. <br /> <br /> Operator - shall mean every person who operates, or is in actual physical <br />control of a snowmoSile recreational vehicle. <br /> <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />! <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br /> <br />
