PC CASE <br /> <br />AUTHORIZE HIRING OF INTERIM HUMAN RESOURCES CONSULTANT <br /> Heidi Nelson, Assistant City Administrator <br /> <br />Background: <br /> <br />At the April 23ra Council meeting, staff was authorized to hire an interim Human Resources <br />Consultant to assist with Human Resources services during the extended medical leave of the <br />Human Resources Manager. Staff brought Shannon Elofson on-board, who had recently left a <br />municipal HR Department to start her own business, which was anticipated to open at the end of <br />the summer. Her business opportunity came together more quickly than she anticipated and as of <br />May 20"', Ms. Elofson has no longer been able to provide interim Human Resources services to <br />the City of Ramsey. Additionally, as reviewed in an earlier personnel case this evening, the <br />Human Resources Manager, Rhonda Heryla has submitted her resignation, effective the end of <br />June, 2002. Therefore, in an effort to provide on-going HR services as well as assistance with <br />the recruitment for an HR Manager, staff is requesting authorization or hire another interim <br />Human Resources Consultant. This consultant would replace the services previously provided <br />by Shannon Elfoson. At the time of the preparation of this council case, staff does not have a <br />commitment from an HR Consultant, but staff is talking with several individuals who have <br />municipal experience in the area of HR. With Council approval, staff is optimistic that we will <br />be able to bring one of these individuals on-board prior to the June 25th Council meeting. Staff <br />is proposing to pay the Consultant a rate no greater than $30.00/hour, not to exceed $5,000 a <br />month.
