Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:33 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 9:33 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon stated Edina Development has submittg~[:,:~!:'!~ew and revised <br />preliminary plat for Evergeen Point, a 11 O-unit townhome developmefi{)~n th~:;~.rth' _west comer <br />of Alpine Drive and State Hwy. 47. The property is in the pr09es~' of being ?eZoned to R-3 <br />Urban Residential to allow for medium density residential development. There is ~!'~efiand on <br />the middle and northern tip of the property. In accordance:?~'ch the newly adopted Ci~',Street <br />policy, the plan shows a combination of public and privat¢;:'~eets. He noted there are 2 ad~d~es <br />onto Alpine Drive and 2 accesses to the adjacent prope~ ~fo the west~?i~The revised preliminary <br />plat has taken out the private road in the center of the-~,'~'~at ha~'i(C~'by staff concerned about <br />potential traffic flow. The sound wall will need to be 10 fd~;~[:~i could be berming and/or a <br />wail. He noted there does not look to be sufficient area for be .. therefore a 10 foot wall will <br />be necessary. A trail, rather than a sidew~ilkjs proposed along ?lu0~e Street in lieu of a trail <br />adjacent to T.H. #47. (Because of the wetl'and, ta'-the n~rth, it would--be'difficult to install a trail <br />adjacent to #47.) rt is expected that park ded:i~ation ~}li:i~'e:~Satisfied v~[t~ a cash payment.
