The Applicant's reside at 6700 153rd Lane; the property is 1 acre in size and is zoned R-1 Rural <br />Residential and is located just outside of the MUSA boundary. Mr. and Mrs. Pikula also own <br />Outlot A of Alpine Estates. The Outlot is approximately 1-acre in size, zoned R-1 Urban <br />Residential and is located within the MUSA boundary (see site location map). City Code states <br />that parcels 1.5 - less than 3 acres in size are required to obtain a conditional use permit to <br />maintain a maximum of 2 horses. The Pikula's have a total of 2 acres with the combination of <br />their homestead and Outlot A. They are requesting a conditional use permit to maintain a <br />maximum of 2 horses on their property. The applicants were not present at the meeting. <br /> <br />Ms. Wald stated that the Horse Care Board reviewed the Pickula's request at their February <br />meeting. The Horse Care Board tabled the item since the applicants were not present to answer <br />several questions and concerns that were raised by Board Members. Ms. Wald stated that Mr. <br />Pikula is now present to address their questions and concerns. Staff also noted that Mr. Dan <br />Miller, a neighbor, was also present to state his concerns. <br /> <br />The Horse Care Board noted two letters that were received for the Horse Care Boards review and <br />consideration. Don Gonse, 6721 153rd Court, dated March 20, 2002, stated several objections to <br />the conditional use permit request. Dan and Ann Miller, 6701 153rd Court, dated March 19, <br />2002, stated their opposition to the Pikula's housing horses on their 2 acre parcel. <br /> <br />The Board conducted a lengthy discussion regarding the Pikula's request. The Board was <br />concerned that the applicant would not be able to construct an adequate permanent structure to <br />house the horse(s) due to the setback requirements. The Horse Care Board felt that a permanent <br />structure needed to be established on the property in order for proper maintenance and care of the <br />horses to occur. <br /> <br />Mr. Pikula stated that he did not realize that his neighbors had objections to his request and did <br />not want to maintain a horse on the property if it was going to cause problems with the <br />neighbors. Mr. Pikula also stated he did not see how an accessory building could be construted <br />that would meet the applicable setbacks. Mr. Pikula withdrew his conditional use permit <br />application. <br /> <br />Case #2 Traprock Riding Arena <br /> <br />The Horse Care Board directed staff to set up a meeting between the Horse Care Board and the <br />Park and Recreational Commission in May to discuss the condition and future use of Traprock <br />Park Riding Arena. <br /> <br />The Horse Care Board would like the following questions addressed: <br /> <br />1. Who makes the final decision on how the park is maintained and how much money is <br /> devoted to such maintenance? <br /> <br />2. How much money is available to do restoration work in the park? How is the park money <br /> divided up between parks? <br /> <br /> <br />
