Norman, City Administrator Background: The City entered into a contractual arrangement with Len Levine of Leonard W. Levine & Associates, Inc. beginning March 1, 2001, extending through January 31, 2002, for consulting services, During a recent work session, the City Council decided not to extend the contract of Levine, however, directed staff to discuss a retainer arrangement with Mr. Levine. Mr. Levine was agreeable to entering into a retainer arrangement where the City would pay a lump sum in advance and Mr. Levine would charge an hourly rate, which would be billed against the retainer. Mr. Levine has sent a letter, dated March 15, 2002, that spells out the terms of a retainer agreement, whereby Mr. Levine would charge an hourly rate of $225 per hour and would charge it against his retainer (letter attached to case). Council will note that Mr. Levine has suggested an initial rate of $5,000, however, if Council is comfortable with a lower initial rate, such as $2,500, the agreement would be rewritten to reflect the initial retainer amount. It is anticipated that there would be considerably less work than the past couple of years for Mr. Levine and it would be doubtful that the entire retainer amount would be spent during 2002.
