LEVINE & ASSOCIATES, INC. <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City entered into a contractual arrangement with Len Levine of Leonard W. Levine & <br />Associates, Inc. beginning March 1, 2001, extending through January 31, 2002, for consulting <br />services, During a recent work session, the City Council decided not to extend the contract of <br />Levine, however, directed staff to discuss a retainer arrangement with Mr. Levine. Mr. Levine <br />was agreeable to entering into a retainer arrangement where the City would pay a lump sum in <br />advance and Mr. Levine would charge an hourly rate, which would be billed against the retainer. <br /> <br />Mr. Levine has sent a letter, dated March 15, 2002, that spells out the terms of a retainer <br />agreement, whereby Mr. Levine would charge an hourly rate of $225 per hour and would charge <br />it against his retainer (letter attached to case). Council will note that Mr. Levine has suggested <br />an initial rate of $5,000, however, if Council is comfortable with a lower initial rate, such as <br />$2,500, the agreement would be rewritten to reflect the initial retainer amount.
