Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for Final Plat Approval of Highlands at River Park; Case of Centex <br />Homes <br /> <br />Community Development Director Frolik stated that last September, Centex Homes received <br />preliminary plat approval for the subdivision of property generally located north of Alpine Drive <br />NW (153ra Avenue NW) and east of T.H. #47. The property is approximately 74 acres in size <br />and the approved preliminary plat consists of 157 single-family lots. Centex has submitted a <br />request for final plat approval of the first phase, which consists of 58 lots. They are proposing to <br />name the subdivision Highlands at River Park. This first phase of the Centex development <br />consists of 58 lots in the southwest coruer of the property. In accordance with the approved <br />preliminary plat, a number of outlots are being platted on the north boundary of the plat to <br />facilitate future sale of these outlots to adjacent property owners in Reilley Estates and Reilley <br />Estates 3rd Addition. Ali of the lot dimensions and areas conform substantially to the approved <br />prelirninary plat. The lots will be served by the construction of Yakima Street north off of <br />Alpine Drive NW, 155th Lane NW and South Yakima Court NW All of the drainage and utility <br />easements are being provided in accordance with City Code and the approved grading plan as it <br />affects this area of the plat. The final Grading Plan needs to be modified to state that elevation <br />certificates prepared by a registered land surveyor are required at the footing inspection, that a <br />certificate of grading will be required prior to issuance of certificate of occupancy for lots that <br />have grades less than 2%, and that there will be the addition of one tree to each lot. As a result of <br />several meetings with the Park Commission, a very in-depth park dedication agreement has been <br />drafted that addresses the entire 74 acres as reflected in the approved preliminary plat. A portion <br />of the Park dedication will consist of land dedications to expand Woodland Green and Bear <br />Parks and provide trail connections to the mmamed park to the north and Bear Park. The <br />remaining park dedication due will consist of park improvements to Woodland Green and Bear <br />Parks equal to a cash value of $124,500.00. The parking improvements include grading and <br />turfing the expansion to Woodland Green Park, installing a play structure and parking lot in <br />Woodland Green Park, providing 6 inch water service to Woodland Green and Bear Parks, and <br />sewer service to Woodland Green Park. Remaining park dedication funds will be considered for <br />additional miscellaneous improvements at Woodland Green and Bear Parks. The development <br />agreement for this first phase also addresses the trail plan for the entire 74 acres. Sidewalks will <br />be constructed on one side of all non cul-de-sac streets.
