Voting No' None. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat Review of West Ramsey Industrial Park; Case <br />of J.R. Land and Cattle Company <br /> <br />Community Development Director Frolik stated that J.R. Land and Cattle Co., L.L.C., is <br />proposing to plat property located north of Highway #10 on the City's common border with Elk <br />River. The area to be platted is approximately 17.29 acres in size. The preliminary plat is <br />proposing to plat one 4.3-acre lot and one 2.3-acre lot for development. Lot 1 is proposing to be <br />utilized by the light industrial user Minndak. The preliminary plat is proposing to also plat two <br />outlots; Outlot A will be utilized for future platting and development and Outlot t3 will be <br />preserved for a future road connection to Alpine Drive. The developer has agreed to convey <br />Outlot B to the City upon request. Lot 1 meets the 1-acre minimum lot area and 200 foot lot <br />width requirements for industrial parcels. Lot 2 meets the 1-acre minimum lot size requirement <br />and is subject to an 80~foot lot width requirement because the parcel fronts onto a cul-de-sac. <br />Staff has determined that Lot 2 meets the 80-foot lot width requirement. A permit from the <br />Lower Rmn River Water Management Organization will be required for the subject project area. <br />Lot 1 and Lot 2 are proposed to receive public street access via the extension of 156th Lane NW. <br />The extension of 156th Lane will require construction of the road on a small portion of a drainage <br />and utility easement located in the City of Elk River. It is Staff's understanding that the <br />applicant is coordinating this effort with the City of Elk River. Staff will be requesting <br />confirmation of the agreement between the applicant and the City of Elk River prior to submittal <br />of a final plat. The remainder of road right-of-way necessary to connect this street to the future <br />road corridor to the east in Ramsey Commercial Park 2"d Addition is being preserved as Outlot B <br />and will be conveyed to the City upon request. The 2001 Comprehensive Plan states a general <br />policy that new commercial developments should be serviced with urban utilities. Municipal <br />water and sewer are not available to the site at this time. Therefore, the development agreement <br />will incorporate language-requiring parcels to connect to urban services within 2 years of <br />availability. The Minnesota Department of Transportation has begun a TH 10 Interregional <br />Con'idor Management Plan for State Highway #10. Howard R. Green Company made a <br />presentation to the City showing different options for the portion of Highway #10 located in the <br />City of Ramsey. The exact alignment of the freeway has not been determined, however M~DOT <br />has stated their preference for the northermnost aligmnent that would be located immediately <br />adjacent to the BNSF Rail system. The City Council adopted a resolution on January 8, 2002 <br />stating the City's support for the TH 10 Interregional Corridor Management Plan to convert TH <br />10 to a freeway system. It was noted that the adopted resolution does not specify a preferred <br />alignment. Converting State Highway #10 to a freeway could have a substantial impact on the <br />property.
