Wald: MetropoUtan Council staff reviewed the City of Ramsey's Comprehensive Plan Amendment received for review on March 6, 2002. The comprehensive plan amendment proposes to change the West R.amsey Indus~al Park located on the not,east corner of Highway 10/169 and Jarvis street. The proposal is to ch,.ge the land use on 17.29 acres of land from Place~ to Shop to Places to Work. Council staff has determined that the proposed amendment has no potential impacts upon any of the metropolitan system plans. Therefore, the city may place the amendment into effect immediately. Because the proposed amendment appears unlikely to affect policies and plans in other chapters of the Metropolitan Development Guide, the Council will waive further rev/ow and comment on . .this amendment. The amendment, explanatory materials Supplied, and the information submission form will b9 appended to the city's plan in the Council's files. The following are reconunendations and advisory comments from Council staff regarding the plan amendment. The Council's March 2001 staff report on the city's 2020 comprehensive plan update acknowledged that the plan's policies were consistent with the Council's Interim Swategy to Reduce ~Von-point ~ource Pollution to all Metropolitan Water Bodies. However, it was the Council's understanding that the city would be incorporating necessary changes to its land use controls ~,rithin [20 days of f'mal Council action on the plan to fully implement the 1991 SO'ategy. The cit./will need to have incorporated those necessary land use control changes before the Council will take action on any additional comprehensive plan amendments from the city. This Regional Parks and Open Space System includes a planned regional trail referred to as the Anoka County Mississippi River Trail- County Boundary to An~ka. The regional ~ail is desigmated as a "planned beyond 5-years" project. The trail will be part of a network that connecm the community to West MississiPpi Regional Park, Coon Rapids Dam Regional Park, Metro (nfo Line GO2-1888 I I !
