The cornprehensive plan amendment proposes to change the West Ramsey Industrial Park [ocated on the northeast comer of Highway 10/169 and Jarvis street. The proposal is to change the land use on 17.29 acres of land from Places to Shop to Places to Work. Council staff has determined that the proposed amendment has no potential impacts upon any of the meWopolitan system plans. Therefore, the city may place the amendment into effect immediately. Because the proposed amendment appears unlikely to affect policies and plans in other chapters of the Metropolitan Development Guide, the Council will waive further review and comment on this amendment. The amendment, explanatory materials supplied, and the information submission form will be appended to the city's plan in the Council's files. 'The following are reconunendations and advisory comments from Council staff regarding the plan amendment. Thc Council's March 2001 staff report on the city's 2020 comprelmnsive plan update acknowledged that the plan's policies were consistent with the Council's Interim Strategy to Reduce z'V'ot~-point ~ource Pollution to att Metropolitan ~ater Bodies. However, it was the Council's understanding that the city would be incorporating necessary changes to its land use controls within t20 days of final Council action on the plan to fully implement the 1991 Strategy. The city will need to have incorporated those necessary land use control changes before the Council will take action on any additional comprehensive plan amendments from the city. This Regional Parks and Open Space System includes a planned regional ts'ail referred to as the Anoka County Mississippi River Trail- County Boundary to Anoka. The regional ti'ail is designated as a "planned beyond 5-years" project.
