-140- <br /> <br />It should be mentioned that converting State Highway #10 to either an expressway or freeway <br />would have a substantial impact on the property. The applicant is aware of the TH 10 study <br />going on and has decided to proceed with development plans. The Park Commission reviewed <br />the sketch plan on January 10, 2001. The Park Commission is recommending that park <br />dedication be satisfied by a cash payment. City Staff recommends preliminary plat approval <br />contingent upon compliance with City Staff Review Letter dated February 1, 2002. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt expressed concern that the temporary cul-de-sac is 220 feet larger than the <br />City's 600 foot limit, but 200 feet of it is in Elk River. He asked the applicant if he received the <br />February 1 Staff review letter, and whether he had any issues regarding it. <br /> <br />The applicant responded'he did receive the letter and he did not have issues with it. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Brauer, Johnson, <br />Reeve, Sweet, and Watson. Voting No: None. Absent: None. <br /> <br />The public hearing closed at 8:16 p,m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:16 <br />p.m. <br /> <br />Chairperson Nixt stated he would like to see this developed, but he has to consider the length of <br />the temporary cul-de-sac situation. <br /> <br />Motion by COmmissioner Johnson, seconded by Commissioner Watson to recommend that the <br />City Council approve the proposed preliminary plat for West Ramsey Industrial Park contingent <br />upon compliance with City Staff Review Letter dated February 1, 2002. <br /> <br />Motion Carrie& Voting Yes: Commissioners Johnson, Watson, Brauer, Kociscak, Reeve, and <br />Sweet.
