Staff did not see how the Andover Development <br />policy could relate to the City of Ramsey because the City of Ramsey requires the developers to <br />construct City streets and services. <br /> <br />Councilmember Zimmerman stated that if the City were to construct the roads and City services <br />for a' development he could see where the City might get stuck with the cost if the company were <br />to go bankrupt. The City has constructed roadways in the business park where the City has <br />owned the property, but the private developers have to pay for their own roads and services. <br /> <br />Councilmember Anderson stated that some of the ideas from Andover might be beneficial, but <br />worked into Ramsey's codes. <br /> <br />Councilmember Hendriksen stated that he did not support chan~ng the current policy of having <br />roads paid by the developeri.~fi{/~,._they were to discuss the option there are ways to secure those <br />costs by placing a lien, 9n:~the prdberty etc. He suggested that staff question why Andover has <br />chosen to construct the'roads and s~ices themselves. <br /> <br />Mayor Gamec stated t~a~': he:~::hear~;i~at with the city constructing the roads and services it <br />assists with faster developn~gnt beC~i~e it iS~less funds the developer has to come forward with <br />initially. Tl~ose are the types of questions that <br />should be asked. , ~'~: ~?:>"' ';~¢,: <br /> <br />Consensus of the Council was to direct staf£to r~Ch ~}:;benefft'~:~and objectives for the City to <br />construct streets and utilities, what safeguards there W*~ld be~:'~-, protect the City in the <br />investment, and the City's ability to bond for those projects. ,,:~;~;;%ii;,.; <br /> <br />Councilmember Anderson inquired as to how the City Would:be able. to 'assure that the town <br />center site develops in stages.
