Memo <br />To: Jo Thieling <br />From: Colleen Lasher <br />CC: Heidi Nelson <br />Date: December 29, 2010 <br />Re: Appointing Authority for Councilmember Representation <br />on City Boards and Commissions / Mayoral vs. City Council <br />City of Ramsey <br />The appointing authority for councilmember representation on the city's boards <br />and commissions is as follows: <br />Ex- officio members for all boards shall be appointed by a majority vote by <br />the City Council. <br />Members of the Environmental Policy Board, Planning Commission /Board of <br />Adjustment, and Park and Recreation Committee shall be appointed by a <br />majority vote of the City Council for staggered four -year terms. <br />Members of the Economic Development Authority shall be appointed by the <br />Mayor with the approval of the City Council for six -year terms while serving <br />as a councilmember (councilmembers not re- elected are no longer <br />members). <br />The information that I was able to find during my research did not address the <br />appointing authority as it relates to councilmember representation on the <br />Personnel Committee, the Public Works Committee or any of the joint powers <br />organizations. <br />I have enclosed three documents related to the city's boards and commissions, <br />excluding the Charter Commission that provides additional information. <br />1) Code of Ordinances, part 2, Chapter 2 Administration, Article 5, - Boards, <br />commissions, and Authorities, Div. 1- Generally <br />2) Ordinance 08 -03 Amendment to Chapter 2, regarding the E.D.A. <br />3) State statute 469.095 Commissioners, Appointment, Terms, Vacancies, <br />Pay, Removal regarding the E.D.A. <br />
