Three <br />alternative solution approaches were employed in assessing these choices. No other "ASP" <br />based solution were employed as there were no suitable "apples-to-apples" service providers, <br />particularly with respect to the subscriber services component. <br /> <br />The GovDocs and GovDelivery applications being considered by the City of Ramsey <br />include several high-level functional areas: <br /> <br /> The ability to store various document formats and associated metadata such as tide, <br /> description, authorship, etc. <br /> Support for organizing documents into an end,user definable hierarchy. <br />· Basic document versioning capability <br />· End-user administration layer to allow any user with a browser to upload and <br /> manage documents in the system. <br />· User registration for citizens <br />· Subscriber services that allow users to subscribe to e-mail updates of specific <br /> documents, such as the latest City Council minutes or the latest version of the <br /> building code. <br />· Alert services to send notices to ali registered members. <br /> <br />Each of these feature areas could be detailed at some length, however, for purposes of <br />gathering estimates, we felt it wisest to leave specific implementation direction at the <br />discretion of the estimator. In addition, there are features of the GovDocs system that are <br />needed to support multiple municipalities, these features have been excluded, as they would <br />not be relevant to a Ramsey-only implementation. <br /> <br />We solicited the input of several organizations in developing price esrim-tes. The following <br />are numbers for creating pr/rn~rily customiv, ed solutions. <br /> <br />TechKnowledge, Inc. $275,000 <br />Webb IS $98,000 <br />Active. Logic $105,000 <br /> <br />In addition, we solicited the input of two individuals experienced in developing web <br />applications similar to GovDocs to estimate the actual hours of effort required to implement <br />the system. We requested the provide two est/mates: the first for creating a "quick and dirty" <br />solution, that is, making no consideration of future enhancement or maintenance to the <br />system; the second for creating a moderately robust version of the application which they <br />would be v~lling to support. Both developers indicated that their Quick and Dirty versions, <br />while minimally serviceable, would likely require an individual with above-average technical <br />slcill to support.
