-58- <br /> <br />Councilmember Hendriksen stated that it sounded like another situation where someone else was <br />requesting a land use change on property they did not own. He stated that he did not recall the <br />change being a result of a petition from a neighborhood, but would research that further. <br /> <br />Chairperson Nixt stated that the issue would be discussed in more detail at a future meeting. <br /> <br />Lance Ragor, 6194 146th Avenue NW, Ramsey, stated that he lives on the corner of Sunwood <br />Drive and 146t~ Avenue, directly across' from Kurak property gl0. He stated that he is opposed <br />to the change. Previously when a proposal for the land was presented the residents were <br />informed as to what would happen with the land, but at this time they don't know who may or <br />may not be the developer of the land and there are no plans to be considered. There was petition <br />drafted for and against the change two years ago and the majority of the residents were against <br />the change. <br /> <br />Ms. Horn noted that when the Planning Commission and the City Council review the petitions <br />they read the wording. She stated that there-was no "smut" in the petition, it- was simply a <br />petition signed by residents that did not want the higher density. The other petition that was <br />circulated was about preserving green space, which of course they all want to preserve green <br />space. <br /> <br />Councilmember Kurak noted that at the time the Pulte was being proposed it was going to be <br />done under a Planned Unity Development. They were not going out for a rezoning of the <br />property the developer was applying for a Planned Unit Development, which did not go forward. <br />The property owners did not request the rezoning. <br /> <br />Chairperson Nixt requested that focus only on the proposed land use changes at this time. <br /> <br />Councilmember Hendriksen stated that residents need to clearly understand that once a land use <br />changes rezoning cannot generally be denied except for very rare instances. <br /> <br />Chairp'erson Nixt rePlied that it was true that if the City approves the amendment they do have to <br />carry through With them once they are agreed .to by the Met CoUncil. <br /> <br />Councilmernber Hendriksen stated that he did no want anyone to go away thinking that if a land <br />use changes they will still have an opportunity to discuss the actual rezoning. <br /> <br />Tim Whalen, 6121 1454 Lane NW, Ramsey, stated that he was concerned with land use <br />amendment #10. He stated that he has lived in the neighborhood for five years and is opposed to <br />the change. He expressed concern with the numerous proposals from low to medium density that <br />were being presented. He stated that the schools are already overcrowded and a higher density <br />will add more children.
