Board Member Bentz stated that if ACE is ultimately interested in some sort of yard waste drop - <br />off option, why not approach them about a trial period just to see what sort of demand and <br />volume of material there is. <br />Chairperson Max liked that suggestion and stated that maybe it could be simplified at first to just <br />accepting yard waste and then, depending on how successful that is, maybe consider expanding it <br />to allow woody debris also. <br />Discussion ensued. <br />Board Member Hassett stated that the due to the new law, bags would need to be compostable. <br />Environmental Coordinator Anderson stated that any type of drop -off option should require the <br />material to be debagged and not accept any type of bags at the site. Otherwise, a staff person <br />would need to check each bag and remove all non - compostable bags, which would be rather <br />labor intensive. <br />Board Member Enstrom stated that any type of drop off site should be staffed to ensure adequate <br />maneuvering space for users of the site and to minimize debris blowing off site. Also, there's no <br />way that this type of service can be offered without any type of fiscal impact. It would take all <br />kinds of equipment for composting material, creating the windrows of material etc. <br />Environmental Coordinator Anderson stated that he believed that the only type of option the City <br />would be considering would be more of a yard waste drop off, not a full- fledged composting <br />operation. If the City partnered with a private party and that party wanted to pursue a <br />composting operation, than it would be that party's responsible to develop their business plan <br />accordingly and determine user fees. The City's involvement would be to promote the site and <br />educate residents about it. <br />Consensus of the Board was that if there is SCORE funding available, and if the City meets or <br />exceeds 108% of its recycling goal, than the City should pursue a leaf collection event in 2011. <br />Furthermore, the City should continue to explore a possible partnership with a private party for a <br />more permanent drop off option only if it can be done without any net fiscal impact to the City. <br />BOARD /STAFF INPUT <br />Board Member Enstrom stated that at the last WMO meeting, Assistant City Engineer Jankowski <br />announced that he would be leaving the City and thus he would be leaving his position with the <br />WMO. Board Member Enstrom stated that it was likely that either Councilmember Wise or <br />Mayor Ramsey would be replacing him on the WMO. <br />Environmental Coordinator stated that at the last meeting, he was asked to research whose terms <br />were expiring in March.
