CC Work Session <br />Date: 01/11/2011 <br />By: Jo Thieling <br />Administrative Services <br />Information <br />Title: <br />Review Consulting Services Proposal from The Tinklenberg Group <br />Background: <br />The attached consulting services proposal was submitted from The Tinklenberg Group and discussed at the January <br />4 Council Work session. That work plan is attached for Council to have additional review and discussion. <br />Mr. Tinklenberg has indicated that the federal funding of $3 million for the rail station has been appropriated under <br />Fiscal year 2010. However, language will need to be approved by Congress to reallocate from Phase II (St. Cloud <br />extension) to the Ramsey Station. This action will need the support of our Senate delegation and, because it has no <br />additional funding implication, it has an opportunity to not be considered an "earmark ", greatly improving its <br />chance of passage. <br />The reallocation of the $3 million currently faces opposition from Sherburne and Stearns Counties. <br />Item #: 2. 2. <br />Recommendation: <br />Consequently, it is recommended that the City continue to stay engaged with The Tinklenberg Group regarding <br />federal legislation. <br />In regard to work on state legislation, it is recommended that the Council consider reducing The Tinklenberg <br />contract amount and consider other lobbying firms more closely aligned with the legislative majority at a future <br />work session. <br />Funding Source: <br />A funding source for this effort will need to be determined prior to authorizing the agreement and proceeding with <br />work.
